Is Attachment a Crime?

In around five thousand 400 family cases in 17 years, there have been only 23 convictions. Just to prove that something is not pursuved of crime takes years. The ed has becomeo some sort of a super police to day. Were even a statements made to them are admissible incort. I just pure harassment, in my opinion.
