The Canadian Forces in Response to Natural Disasters
Richard Fadden is a former top national security adviser and his words reflect the view of many military officials who worry these domestic emergencies affect the combat ability of Canadian forces personnel. He says there will always be some circumstances where it's necessary to draw on the military as the resource of last resort. The challenges seems to me is the definition of last and last resort.
