The only way, in my opinion, you will change it is by changing the incentives that the people in congress have under which they operate. The constitutional amendments that pete referred to would be fine. I'm not leaving myself out of that. That would e me too. Because where people stand depend where people sit depend on where they sit. It's an old, old aphorism, and it's true. People don't do bad things for bad motives. But here the conmercs are besieged day by day with people urging them to do good. And it's very hard for them to avoid that.
