The CPI has been modified and mutilated five or six times since like 83, I think. It just keeps making different sort of ways of measuring and kind of creating this variable called owners' expected rent. And so what we have then is this bizarre thing where enormous amounts of policy at the national level are set by people completely uninformed by the market. So it's an aggregation of vague impressions. But that's not how most people experience rents. They experience rents going up and down every year, every six months, every two years.
