The History of Public Housing in Atlanta
Tenant organizations like when tenants come together to complain to the landlord about leaky pipes or what have you. That's not how it started in Atlanta though. Like Akira said, tenant organizing changed as housing policy changed. The first all-black public housing went up around the same time as the first all-white public housing in Atlanta. So there was no white landlord. There were only black housing managers and staff. And so because the managers depended on the tenants and vice versa they did a lot of work together.
