The Black Panthers and the Los Angeles Police Department

The Panthers adopted a tactic of arming themselves from the deacons of defense and other self-protection organizations that African Americans in the South founded. The police department in Oakland quickly established an intelligence, they adapted their intelligence bureau to basically keep very close tabs on the Panthers. They had vehicle lists that their patrol officers were issued on clipboards of known vehicles to be associated with the Black Panthers.
