It would be hard to argue that modern approaches to AI are anything different from applied mathematics as you say. Could it be that the scale of applied mathematics has these emergent properties and one of them is intelligence? Well, I guess someone who's very optimistic would say somewhere in there there could be an emergent phenomenon.
