Recisions Are Not Receded
Nothing in article five talks about recisions or withdrawals, so you've got a pure etotext absence of that. There is historical evidence showing that states cannot recend. And that's borne out by a number of prior amendments. With the fourteenth amend en, both ohio and new jersey attempted to recend their ratifications, and that recision was not respected.
