Is There an Inherent Motivation on the Part of Real Estate Entrepreneurs?

The process of land use itself, showing up to a city and being like, I want to buy this land and do this thing on this, this piece of land. That is the fundamental API of the city. So if you think of it that way, then we could gauge the health and success of cities and their land use policies in particular. We can measure them by these with the rulers that we use for normal APIs and technology: speed, reliability, and complexity.
