The Prospects for the Quad
The quad is not really a security arrangement but it's kind of a security arrangement. Sometimes you want your friends in these groups because they have leverage over an agenda that the Russians or the Chinese might have. A moderating and they can moderate in a group that we will never be in. The reason all four countries are willing to do that in the quad format is because they share one fundamental thing in common which is a concern about China.
