The increase in deaths is because of the sheer amount of people who are infected. Mandatory testing has been lifted. There's also no policies that have made it easier for people to do things like stay home when sick, since there's not universal sick leave. So certainly if people aren't taking precautions, they are more likely to be infected with COVID.
