How Do Policy Makers Think Through and Manage Escalation?

Both sides recognize that they would be destroyed if they were to launch an all out nuclear attack on the other. The real challenge, as i see it, is both the united states and russia have argued that they, and not the other country, would be able to control the ladder of escalation. By being willing to show our resolve by ploying nuclear weapons that can be used early in a crisis, we can somehow show the russians or the russian can somehow show us that we're more serious than them. And the reality is that neither side can control escalation.
