The Role of the State in Political Philosophy
A state is a body that actually imposes rules and then you can't opt out of it necessarily so like in the United States if you try to opt out they impose an exit tax on you. Government can be even something like a housing committee where people get together and say there's certain standards for this neighborhood right your windows big have a broken down car in your front yard these are the colors etc etc.
