In the 1990s there were a large number of people in the foreign policy establishment who were adamantly opposed to NATO expansion because they said it would lead to disaster. Glenn: What changed in Washington so quickly that caused the U.S. to start seeing this conflict in a much different way than at least a lot of member of the foreign policyestablishment used to see it for a long time?
