Why Didn't Berkeley Build More Housing?

The city of berkeley for a long time didn't approve any housing. When carol chris became chancellor, she immediately announced that the university was going to build about 11 thousand plus beds over the next decade or so. While cal hasn't directly built a lot of its own housing, it hasn't just stood still and thrown up its hands. It has tried to do some things. But it is also pledged now to try and build even more housing.
