But if a state does deny any group of men the right toVote, then they can lose some of their congressmen. Now there's no more slaves, so people in the south are suddenly going to be counted as full entire human beings five fifths. And this will dramatically increase the official population of southern states,. which means the southern states will actually get an increase in their number of members of congress.
