The New York Supreme Court Strikes Down the Proper Cause Provision

The court struck down what's called the proper cause provision. It isn't enough or wasn't enough in New York to just not be a felon, not be a judge mentally incompetent and other things. The Second Amendment right to bear arms pertains to or extends to a right to carry guns outside of the home for personal protection.
