A heuristics based model would require specific constraints to be in place and might not tolerate a certain number of constraints. When you're taking a pure learning approach from first principles, you can actually set all the real world constraints that you care about. So it's more a question of defining the right set of objectives and what's the space of possible behavior. If you do this well, there is no reason why a system which has sufficient capacity would introduce significant biases.
