Microsoft is not averse to throwing its weight around with chip suppliers. So it could just be that they're doing this to ramp up their internal IP, which would be no bad thing anyway. And get maybe TSMC or whoever, Samsung to build some internal use custom silicon. Just for them to benchmark, just to take results back to Qualcomm and say, we think you can do better"
