In the 1950s, banks outside the United States began to experiment with new forms of money. Central bankers and economists said they would never be able to keep up with all this monetary evolution. The Federal Reserve did in response along with other central banks was, well, we can't control the money supply. And so what they came up with was this interest rate targeting scheme.
