The Future of Technical Cooperation in Orca's
There's been a lot of activity in the last, certainly two years since the start of COVID-19 with regards to China. Is this all a little bit too little, too late? Or do you think both of these efforts are going to have an impact on regional security in Australia and in the West's favor? I think the fact that the submarine decision was rolled out in the phased way that it was was a hint that on three sides, there was a recognition that 2040 just didn't cut it somehow,. given the potential for the threat to come much sooner than that.
