The FBI Is the Best Evidence Response Team in the World
The FBI normally leads the gathering of evidence. They could be pursuing some sort of criminal charges against whatever the entity is in China if they can pin it to one. The fact that the FBI was brought into this, tell me how that doesn't signal that the intel community is essentially starting from ground zero here and trying to figure out what the Chinese were doing.
