The Importance of Initial Conditions in Physics
Carl Popper formulates his epistemology using something that at least to me seems very analogous to what you call the prevailing conception. In physics in general, not just in constructor theory, when you have a law that doesn't mention initial conditions and dynamical laws, the way you test it is ultimately to find a prediction about a specific situation. And these other things are principles of our counterfactuals and tells us that actually these are deeper than the dynamical laws themselves.
