Historic processes that led to uneven development between black communities and white ority communities created the conditions by which black communities could be described as a sub prime. Hundreds of thousands of homes went foreclosure over the course of the seventies, in the early 19 eighties because of the impropriety in these programmes. And all of that, of course, contributed to the degradation of property values in black communities. This allowed the banks to say, we should proceed with caution in these communitiesfor which, for me, is the essence of what predatory inclusion is.
