Getting Medical Content Into Google's Index
If a huge part of your website contains information that looks like medical advice, but Google has a lack of other information in their knowledge graph then this can affect your quality score. I think the take home point is if you're struggling to get content indexed, then yes, you should look at technical things. But in most cases that I've investigated, there really isn't a technical reason for these pages not to be in Google's index.
