The Texas Heartbeat Act and the Dobbs Decision
Jonathan Gruber: I had a long-standing relationship with Senator Brian Hughes, who was the Senate author of the Texas Heartbeat Act. He asked me if there was a way to craft a ban on abortion after six weeks of pregnancy or so in a way that could possibly withstand a court challenge. This was before the Dobbs decision, when Roe was still in effect. That's right. Long before Dobbs.
