In 2017, Washington, Oregon, Idaho, Vancouver, Northern California did a massive insurance insurance insurance. They based it off of an earthquake they're expecting. The number one weak point was communications and that was a failure point. And so the reason why is because first of all, these people are state employees. It's not their gear. They don't care about it.
