In russia, most people view someone who smiles a lot as quite stupid. In america and nactually in britain, we view them as a bit intelligent. If some one smiles at you and they engage with you, it all depends on context. It is true though, actually, because my wife's russian, so i go to russia occasionally, and they just don't smile in photographs.
