i would buy that if we were imagining a trump administration that came in was really fiscally responsible, and then during the corona vires pandemic. That clearly didn't happen. And so if we're trying to assign blame, i don't know who that goes to. No one's to blame for a pandemic. But mc connall, in his actual comments, doesn't seem to be asking for anything like john banner would explicitly talk about how he wanted o real, meaningful, long term budget cuts.
