The Impact of Judges on the Court of Arbitration
In drafting the question, we were incredibly conscious of who the judges were on the court. We believed that there were at least two judges on the court who would not be able to sit. I think if you then take before the Inter-American court of human rights, their climate change issue and the one that eventually will come to the International Court of Justice, you've got to look at who the judges are. It's a fascinating process.
