The Inter Service Rivalry

The japanese interservice rivalry literally decided, you know, the direction the war would take. We did not have a joint chiefs of staff organization prior to the attack on pearl harbor. There was really no sustained attempt to blend the operations of the army the navy in what was emerging as thee two other services under the umbrella of the army and navy. And so really we had t we had a very sort of decentralized, a poorly coordinated military prior to the war.
