The end game is that MEV that originates from a given user goes back to the user. Basically, users have sovereignty over the MEV. There are other proposals to get rid of toxic MEV like encrypted mempos. And then once you've removed this toxic MEV and you've kind of rebated it back to theuser, all the excess MEV will be burned.
