The federal government underwrote those loans through Fannie Mae and Freddie Mac. If the student doesn't succeed, the student is out the money that he was loaned,. But who loaned that money, the federal government. Again, it's on the backs of the taxpayers. And here with colleges and universities, we've got the exact same phenomenon.
