The weight of an engine on a bike is pretty evenly distributed so that it makes the bike balanced to ride. Once you just have a battery- I mean, it's between the rear wheel and where your feet go. It's not up in the front wheel. So if they're putting batteries up the down tube and up the tubes, then that's changing where the center mass of the system is.
