India, You Know, Is It a Democracy?
India is very unique in that at the birth of the republic, even though such a large percentage of the population is illiterate, they bring in universal added franchise. India has had sort of a continuous except for a 22 month period and, you know, presidents rule in many border states. Unfortunately, it's had a very good record of holding elections, very high voter turnouts. The question would be substantively what electoral democracy yield?
