Gordon Brown's Proposals for Devolution in Inverted Commas

I think anybody who knows Gordon's history knows he was arguing the case for devolution long before the surge in political nationalism that we've seen in recent years. I really welcome the proposals because I think any credible offer for how we change the United Kingdom has to involve economic, social and democratic renewal. And a big part of the appeal of devolution now 25 years ago or more was that if you like, they offered the prospect of Scotland not just recognizing its own distinctive institutions but being more comfortable in a more habitable, more democratic, more modernised United Kingdom.
