The Struggles of the 1960s

In the 1960s, progressives envisioned extending benefits of the welfare state to those who remained either excluded or disadvantaged along lines of income and race. A costly overseas war in Vietnam, urban riots and racial conflict set the conditions for a structural change in America's political economic order. Deindustrialization and the steady retreat from progressive policy measures supporting working class and poor citizens was like gasoline poured on a simmering fire. The greatest casualties were once again those who were least insulated from economic shocks.
