How Did You Push Mielei Through?

I saw 60 or 70 kids who were home because they were two-year commitments. Two-thirds of them were back home. A lot felt unbelievably guilty about what they did. And so that always struck me as was there a policy? I've been working on for the last couple of years, three years. People should look at it again.
