Is $250,000 Insufficient for a Business Bank?

If the U.S. government guarantees all deposits from all depositors, including businesses, then that radically changes the moral hazard, doesn't it? I think what we need is some sort of like FDIC business class product that goes up to $10 million, $25 million. And in exchange for getting that, being able to offer that product, that business bank would have to meet much tougher requirements.
