The court started to recognize that sometimes sometimess its necessary to provide a remedy for somebody who has been harassed. The courts never really defined harassment in any way other than a very vague way, and that's important. It was already clear from earlier cases that racial harassment can be a violation of title seven, but they never really defined it very well.
