I don't necessarily understand why the empire is intentionally shrinking itself. Cause the outer reach has been dark. It's not like the outer Reach has been pressing in taking these planets. The, the amount of logistics that's required to control area is direct and probably proportionate to the amount of area you're trying to control. And so if you are feeling vulnerable, you're having attacks, people are trying to nibble away at your edges. So it's probably better to pull back and consolidate rather than just be stretched so thin that you can't respond to anything.
