Nuclear stability in Europe and to a lesser extent in East Asia would provide the stability that would allow the superpowers and regional powers to embark upon proxy wars. The first piece of this puzzle, at least in my telling in the 1960s, is the creation of a notion of a rogue state. And then lastly, provide you with some connections between the international politics of nuclear diplomacy during the Cold War and the rise of what we might describe as an imperial presidency.
