The Impact of Police Unions in the Fifties

There's a preprint going around which is claiming to show that the formation of police unions in the fifties significantly increased killings by police, may be something like 10%. I think therere still some open questions here. And i guess it's only research on to what, to what degree they're an impediment to any of these reforms that we might want implement.
