The Effects of the 2003 Syria Accountability Act on the Syrian Economy
The 2003 Syria Accountability Act was a real intensification of efforts to isolate and subvert Syria. It banned US businesses from operating or investing in Syria, and it also banned all exports to Syria except for food and medicine. Even if something's not explicitly banned, the secondary effects create a freeze that businesses and countries are afraid to do transactions with the targeted country.
