Stalpin's Plan for the Zestba

Stalepin wanted to create a system of federalized centralization. He saw the zemstva playing much the same role at the provincial level that he envisioned the dumo would play at the national level. To aid the governor, stalepin planned to create new provincial council composed of local gentry and officials representing other government ministries.
