The analogy I always hear is like a line of cars waiting to get on the freeway. When the freeway reaches capacity, we ask the next car in line to build a new lane of the freeway,. So you know, so like the next generator in line when capacity is reached is on the hook for paying for new transmission. It's pretty much like that. And it's important to recognize though that like it's crazy in the current system to look at it that way. But when these roles were put in place, it wasn't quite as crazy as it seemed, right?
