The estimate now is something like 50% of the light emitted in the US by light fixtures goes up straight in the sky. The amount of money which just Neil referred to is about $3 billion per year is converted into photons that go up in space simply because of the light clouds. Just like the clouds and airplanes so we can see this. So not having our cities any less lit, but just having smarter lighting that is less wasteful,. less less pointing up and escaping less.
