He was quite a lonely man, but he knew how daily work. But he was very willing to work with people who had worked with other governments. This is something which is in sharp distinction to both indra gandi, rajiv gandi and also modern day india. He never felt overshadowed by bureaucrats or by other politicians. His rise in the congress system was because he didn't have a cotery, or cronies or yes men around him. That made him very less threatening to other people.
