russian nationalists claim that ukranian nationality has somehow been artificially constructed. In reality, as you mention, like every modern european or east european nation, came about during the modern times. And there are different options, of course, whom to blame for this artificial construction. But i should strest that this kind of discourse is really an extremely kind of french and like a loony part of political thinking in russia.
