The Board of Rights

The board of rights is made up of two cops and a defense attorney. The accused, which in this case is evince, gets to choose two out of the three judges from a randomly selected group of four commanding officers. Now that cops actually choose to have an all civilian panel, there's a away higher rate of exoneration with them.
